Keeping open access to education and learning

Open Access to Education is a basic paradigm of the information society. Selective education system, competitiveness and collecting points disqualifies part of the generation, restricts access to education, therefore works against developments and conditions of the society, Education is no longer a privilege of the elite, but rather a common good. Developments and vitality of the society depend on the level of population development. Intellectual elite does not suffice anymore, since the work and life have become more demanding for everybody. Development of human capital requires open access to education using formal and informal ways. Information technology along with communication technology open access to knowledge to everybody. Research shows that the use of internet in Slovenia overcomes the state of the developed human capital and learning programs to be centralized and offers different possibilities for learning. Regions are becoming equal to centers. A man needs at least to finish a four-year secondary school to be able to join in. There are hardly any functionally illiterate of those using e-learning. People, who e-learn depend on their own personal motivation to do so. There's no teacher. A person decides himself and runs the learning process and in turn receives endless learning possibilities. He or she can access the treasury of the world, which is an important achievement of the globalization.
