Entre la pléyade de escritores menores del siglo XVII español, Francisco Santos es, quizá, uno de los menos estudiados. Las historias literarias suelen despacharlo en unas pocas y apresuradas líneas. La bibliografía sobre Santos es, efectivamente, muv escasa y gira siempre en torno a dos ideas básicas muy repetidas: su costumbrismo, en conexión con una seudopicaresca decadente , y su habilidad para el plagio. Esto es cierto sin duda. Pero la inercia de la crítica insiste en señalar los defectos de Francisco Santos menospreciando y olvidando el verdadero valor de sus obras: la representación de la amargura del horno hispanicus, de la decadencia, testigo del hundimiento sin remedio de un imperio y de unos valores históricos y sociales, así como la expresión literaria de las contradicciones en que se debatían los espíritus españoles delbarroco. Las obras de Santos, desde este punto de vista, constituyen un documento de importancia inestimable para acercarnos a los problemas y dilemas internos de la España del siglo XVII. En este sentido, El no importa de España, loco político y mudo pregonero (Madrid, 1666) , de título harto significativo, es fundamental.
