THE IMPLEMENTATION OF THE WATER FRAMEWORK DIREKTIVE AND CROSSCOMPLIANCE IN HUNGARY

Across the EU diffuse pollution from agriculture is seen as one of the biggest challenges to meeting the requirements of the Water Framework Directive (WFD). The recent changes in the Common Agricultural Policy (CAP) offer potential to combine the efforts of tho two policies in order to achieve a better environment. The last reform, agreed on in June 2003, changed the CAP significantly. It reforms the nature of EU support and combines environmental issues in a more efficient way. The framework for rural development can play a major role in aiding the implementation of the WFD It is very important that the River Basin Management Plans fit in with the Rural Development Framwork and that clear solutions are provided which are adapted to suit local needs. The 10 new member states have an opportunity to implement the new regulation od the CAP between 2007-2009. In Hungary the timing hasn't been decided yet, but the checklist of the controlling of cross-compliance is already prepared. The aspects of Groundwater Directive are included.
